  5. My first guess was going to be about intelligence being a product of or related to colder climates.

    Having read the subtitle, I think its about genius being relative to the people in one's culture and about plucking low hanging fruit.

    I'm guessing it's something about how to promote not-quite-genius in a cultural milieu that is hostile to genius proper?

You pretty much got it between you - the idea is that we now live in an era of Patagonian Shakespeare's AT BEST - i.e. local geniuses only, because the world historical geniuses are pretty much gone. But we know quite a bit about what goes to make a 'genius' - and what suppresses/ prevents the recognition and effectiveness of creativity. I thought I'd try to put together some of these ideas. We need more Patagonian Shakespeares!
